A regular meeting of the Mayor and Council of the Borough of West Long Branch was held on the above date and time in the Council Chambers, Borough Hall, 965 Broadway, West Long Branch, N.J.

Councilwoman Barbara Ruane presided in the Mayor’s absence.

Councilwoman Ruane reported that in accordance with N.J.S.A. 10:4-6 adequate notice of this meeting of the Mayor and Council has been provided.

Councilwoman Ruane opened the public hearing on the amendment to the 2010 municipal budget.

There being no one wishing to speak, on motion by Councilman DeBruin, seconded by Councilman Neyhart, and carried unanimously, the public hearing was closed.

Councilmember DEBRUIN offered the following resolution and moved its adoption:

RESOLUTION APPROVING LOCAL EXAMINATION OF 2010 MUNICIPAL BUDGET
(R-10-89)

WHEREAS, N.J.S.A. 40A:4-78b has authorized the Local Finance Board to adopt rules that permit municipalities in sound fiscal condition to assume the responsibility, normally granted to the Director of the Division of Local Government Services, of conducting the annual budget examination; and

WHEREAS, N.J.A.C. 5:30-7 was adopted by the Local Finance Board on February 11, 1997; and

WHEREAS, pursuant to N.J.A.C. 5:30-7.2 through 7.5, the Borough of West Long Branch has been declared eligible to participate in the program by the Division of Local Government Services, and the Chief Financial Officer has determined that the Borough meets the necessary conditions to participate in the program for the 2010 budget year;

NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of West Long Branch that in accordance with N.J.A.C. 5:30-7.6a & b and based upon the Chief Financial Officer’s certification, the Governing Body has found the budget has met the following requirements:

1. That with reference to the following items, the amounts have been calculated pursuant to law and appropriated as such in the budget:

a. Payment of interest and debt redemption charges
b. Deferred charges and statutory expenditures
c. Cash deficit of preceding year
d. Reserve for uncollected taxes
e. Other reserves and non-disbursement items
f. Any inclusions of amounts required for school purposes;

2. That the provisions relating to limitation on increases of appropriations pursuant to N.J.S.A. 40A:4-45.2 and appropriations for exceptions to limits on appropriations found at 40A:4-45.3 et seq. are fully met (complies with the “CAP” law.);

3. That the budget is in such form, arrangement, and content as required by the Local Budget Law and N.J.A.C. 5:30-4 and 5:30-5;

4. That pursuant to the Local Budget Law:

a. All estimates of revenue are reasonable, accurate, and correctly stated
b. Items of appropriation are properly set forth
c. In itemization, form, arrangement, and content the budget will permit the exercise of the comptroller function within the municipality;

5. The budget and associated amendments have been introduced and publicly advertised in accordance with the relevant provisions of the Local Budget Law, except that failure to meet the deadlines of N.J.S.A. 40A:4-5 shall not prevent such certification;

6. That all other applicable statutory requirements have been fulfilled; and

BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the Director of the Division of Local Government Services upon adoption.

Councilmember DEBRUIN offered the following resolution and moved its adoption:

RESOLUTION TO ADOPT 2010 MUNICIPAL BUDGET
(R-10-90)

BE IT RESOLVED by the Borough Council of the Borough of West Long Branch, County of Monmouth, that the budget hereinbefore set forth is hereby adopted and shall constitute an appropriation for the purposes stated of the sums therein set forth as appropriations, and authorization of the amount of:

(a) $6,446,894.49 (Item 2 below) for municipal purposes, and

(b) (Item 3 below) for school purposes in Type I School Districts only (N.J.S. 18A:9-2) to be raised by taxation, and

(c) (Item 4 below) to be added to the certificate of amount to be raised by taxation for local school purposes in Type II School Districts only (N.J.S. 18A:9-3) and certification to the County Board of Taxation of the following summary of general revenues and appropriations.

June 16, 2010

West Long Branch officers participated in a Division of Motor Vehicles Checkpoint. Statistics developed during the checkpoint (which occurred on Pinewood Avenue near the intersection of Cedar Avenue) included 20 inspection violations, 8 seatbelt violations, 4 failure to produce credentials and unlicensed driver.

The following officers attended Police Related Training during the month:

• Sergeant Gomez attended a Juvenile Officer’s Conference.

• Patrolman Brosonski attended Crash I Investigations.

• Patrolman Hanlon attended Drug Recognition Expert Instructor Training.

Councilman Neyhart made reference to the following letter, dated April 26th, addressed to Sergeant Gomez and Officer Paolantonio:

I would like to thank you for volunteering your time to chaperone the Stokes trip, which took place on April 14, 15, and 16, 2010. It was really exciting to see so many students involved in the three-day and two-night trip to the New Jersey School of Conservation at Stokes State Forest.

The Stokes trip was conducted in an extremely well organized and professional manner. Additionally, I know that the fifth grade students really enjoyed learning about key environmental issues in New Jersey. Indeed, your willingness to improve the educational opportunities for students is one of a myriad of factors that make West Long Branch an outstanding school district.

Once again, thank you for volunteering your time to chaperone the Stokes trip. You have really made a difference for the students in our school district. Your efforts are greatly appreciated.

Councilman Neyhart noted that the Police Chief is in receipt of a resignation from Andrew Smith as a full-time Dispatcher. Mr. Smith’s letter requests that he be retained as a part-time Dispatcher and a Class I Special Officer.

Councilman Neyhart made reference to the following letter, dated May 20th, addressed to the Police Chief:

Dear Chief Cosentino,

We would like to take this opportunity to thank you and Officer Dave Brozonski (Brosonski) for your support of our Family Fundraiser, “Family Carnival Fundraiser” held April 17, 2010 at the Frank Antonides School. The children really loved the Speed Throw. It was one of our top running events.

I am very impressed with the positive interaction your department has with our children. It means a lot to the community that your officers take their personal time to share with our children. It is meaningful to have such wonderful role models in our community.

With your help we were able to make $4,000!

Councilman Neyhart reported that the Police Department is starting an Explorer Program again for children between the ages of 15 and 20. There will be an Open House at Police Headquarters, 965 Broadway, on Thursday, June 24th, at 7:00 PM, for anyone interested in joining.

Councilman DeBruin read the following reconciled bank balances as of May 31, 2010.

Councilman Hegarty reported that the aerators were re-installed in Franklin Lake today.

Councilman Hegarty reported that a representative of New Jersey American Water Company appeared at the caucus meeting earlier this evening to report on the status of the project to correct the discolored water in the Police Building. The water company has agreed to speak to the three homeowners on Broadway about their water as part of the overall project.

Councilman Hegarty confirmed that doors were installed at the old dispatch center at the 95 Poplar Avenue building to give the Office of Emergency Management a secure area.

Councilman Hegarty stated that the Borough Engineer, Edward Broberg, appeared at the caucus meeting earlier this evening regarding the ventilation problem in the vestibule. He recommends installing a commercial grade exhaust fan in the vestibule area to alleviate the high temperatures. The work will also include the connection of the vestibule to the existing air conditioning system and a new thermostat to provide continuous air circulation. Councilman Hegarty stated that if this plan does not fix the problem, the Engineer will have to address the problem again.

Councilman Cioffi invited everyone to attend the “Beatlemania” concert being sponsored by the Recreation Commission on Friday, June 25th, at 7:00 PM, at Franklin Lake. He offered to provide The LINK News with the full list of this year’s concerts.

Councilman Cioffi announced that this year’s Summer Recreation Program will be held from June 28th through August 6th. There are 190 children registered for the Program to date.

On behalf of the Environmental Commission, Councilman Cioffi reported that there is a large number of geese at Franklin Lake. He explained that the representative of Geese Chasers has advised that they are on top of the situation. However, the geese are currently molting, and, therefore, can’t fly.

The Borough Administrator stated that the budget that was adopted tonight represents a 3.9 cent increase for municipal purposes. He explained that the County will now strike an overall tax rate for West Long Branch, and tax bills should be mailed out within four to six weeks. He stated that it is becoming increasingly tough each year for municipalities to provide essential services and it is anticipated that there will be a 2.5% cap on the budget in 2011. Under the 2010 budget, the Mayor and Council did not have to institute furloughs; however, one employee was laid off. The Administrator requested a meeting with the Finance Committee to discuss budget-related items, including possibly reinstating the employee who was laid off. Finally, he noted that the budget includes a capital

program containing work to be done through a New Jersey Department of Transportation grant and a Community Development Block Grant and equipment for the Fire Department and First Aid Squad.

The Borough Attorney had nothing to report.

Councilwoman Ruane noted that the Council will be accepting the resignation of the Tax Assessor, Helen Ward, with regret later this evening and said that she will be missed.

RESOLUTIONS:

Councilman Hegarty questioned whether someone from the Borough spoke to the Architect, Andrew Trocchia, regarding the cost for the strobe lights for the new Police Building. The Borough Attorney replied that he spoke to him and was told that the Architect and T&M Associates spoke about a proposal concerning the strobes and that T&M Associates requested some sort of a release. Councilman Hegarty expressed concern about the Borough getting left with this expense if the payment to Structural Concepts that is on tonight’s agenda for approval is a final payment. The Borough Clerk confirmed that it was not a final payment. The Borough Administrator confirmed that the Borough still owes money to the Architect for the security system and the cost of the strobes could be deducted from that payment.

WHEREAS, there is a vacancy in the position of Borough Council President as a result of the resignation of Councilman Joseph C. Woolley;

NOW, THEREFORE, BE IT RESOLVED that Councilmember BARBARA RUANE be nominated and elected to the office of President of the Borough Council for the balance of calendar year 2010.

RESOLUTION APPROVING AGREEMENT WITH THE
WEST LONG BRANCH BOARD OF EDUCATION IN CONNECTION
WITH THE 2010 SUMMER RECREATION PROGRAM
(R-10-88)

WHEREAS, in the past, the Borough of West Long Branch has received approval from the Local School Superintendent to use the Frank Antonides School Facilities for its annual Summer Recreation Program; and

WHEREAS, once again this year, the Borough of West Long Branch, through its Recreation Commission, requested permission for the use of these facilities for the 2010 Summer Recreation Program; and

WHEREAS, the West Long Branch Board of Education has submitted the attached Agreement for consideration by the Borough in connection with the use of their facilities in 2010; and

WHEREAS, the Borough Attorney has reviewed said Agreement;

NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of West Long Branch that the annexed form of agreement between the Borough of West Long Branch and the West Long Branch Board of Education in connection with the 2010 Summer Recreation Program is hereby approved and the Mayor and Borough Clerk are hereby authorized to sign the same.

BE IT RESOLVED BY THE BOROUGH COUNCIL OF THE BOROUGH OF WEST LONG BRANCH, IN THE COUNTY OF MONMOUTH, NEW JERSEY, AS FOLLOWS:

SECTION 1. In anticipation of the collection of taxes for the Fiscal Year 2010 levied or to be levied in such year or in anticipation of other revenue of such year, and for the purposes provided for in the budget or for which taxes are levied or to be levied for such year, Tax Anticipation Notes of 2010 of the Borough of West Long Branch, New Jersey, are hereby authorized to be issued at one time or from time to time in the aggregate principal amount not to exceed $3,000,000 (at any one time outstanding) pursuant to the Local Budget Law of the State of New Jersey, constituting Chapter 169 of the Pamphlet Laws of 1960 of the State of New Jersey and codified at N.J.S.A. 40A:4-1 et. seq. (the “Local Budget Law”).

SECTION 2. The following matters in connection with said notes are hereby determined:

SECTION 4. The Borough Chief Financial Officer signing such notes is hereby authorized and directed to determine all matters in connection therewith not determined by this or a subsequent resolution and her signature upon said notes shall be conclusive evidence that all such matters have been so determined in manner and effect consistent with the form and substance of such notes. The Borough Chief Financial Officer is hereby authorized to sell said Tax Anticipation Notes of 2010 at public or private sale at not less than par and to deliver the same to the purchasers thereof upon receipt of the purchase price plus accrued interest from the dates of the notes to the date of delivery thereof and payment therefor.

SECTION 5. Said notes shall be general obligations of the Borough and the full faith and credit of the Borough are hereby pledged to the punctual payment of the principal of and interest on said obligations, and, unless otherwise paid or payment provided for, taxes shall be levied in an amount sufficient to pay the principal of and interest on said obligations as the same shall become due and payable.

SECTION 6. The Borough Chief Financial Officer is authorized and directed to report in writing to this Borough Council at the meeting next succeeding the date when the sale of any of said notes pursuant to this resolution is made, such report to include the amount, description, interest rate and maturity of the notes sold, the price obtained and the name of the purchaser, and such report shall be entered in full in the minutes of such meeting.

WHEREAS, BRANCHES, 123 Monmouth Road, West Long Branch, New Jersey 07764, remitted a check to the Borough of West Long Branch on or about May 27, 2010, in the amount of $300.00 for a commercial registration; and

WHEREAS, the Tax Collector has verified that the correct amount for a commercial registration is $30.00 and that BRANCHES overpaid the required fee by $270.00;

WHEREAS, the Committee recommends the appointment of SCOTT R. IMBRIACO for a four-year term, effective July 1, 2010, in accordance with N.J.S.A. 40A:9-148; and

WHEREAS, MAYOR TUCCI has submitted the name of SCOTT R. IMBRIACO for appointment to the position of West Long Branch Tax Assessor;

WHEREAS, the Purchasing Agent solicited proposals for this service under the fair and open process for the awarding of professional service contracts; and

WHEREAS, as a result of this evaluation, the Purchasing Agent recommends approving the proposal submitted by UNITED COMPUTER SALES & SERVICE, INC., 100 Dobbs Lane, Suite 208, Cherry Hill, New Jersey, as being the most qualified, experienced, responsive and cost effective; and

WHEREAS, the Purchasing Agent recommends entering into a contract with UNITED COMPUTER SALES & SERVICE, INC. for the period July 1, 2010, through June 30, 2011, at a cost of $350.00 per month for remote monitoring service including call center support and updates done remotely for all departments except the Police Department and at a cost of $125.00 per hour for twice a month onsite visits for the West Long Branch Police Department;

NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of West Long Branch that the proposal submitted by UNITED COMPUTER SALES & SERVICE, INC., 100 Dobbs Lane, Suite 208, Cherry Hill, New Jersey 08034, be accepted and that the Mayor and Borough Clerk be authorized to sign a contract with them for the provision of services in connection with the management of computer networks within the Borough of West Long Branch departments; and

BE IT FURTHER RESOLVED that this contract is awarded as a professional service which contract award is exempt from the public bidding laws pursuant to N.J.S.A. 40A:11-5(1)(a)(i).

Councilman Hegarty questioned the wisdom of paying $5,000 for The Greaseband to perform on July 4th. Councilman Cioffi advised Councilman Hegarty that at the time the Recreation Commission booked the band, they were unaware of the problems the Borough would have with this year’s budget. Councilman Hegarty asked if any donations were received for the July 4th event. Councilman

Cioffi confirmed that letters were sent out requesting donations and that Monmouth University donated $7,500. Councilman Hegarty stated that he felt that $5,000 was an excessive amount to pay.

Councilman Cioffi stated that there were questions raised at the Recreation Commission meeting about items that were discussed during a meeting held to discuss this year’s fireworks display. Since none of the Council representatives were invited to the fireworks meeting, he directed the Borough Clerk to schedule another meeting to discuss the issues. The Borough Clerk asked what the specific concerns were, and Councilman Cioffi responded that one of the issues involved handicap parking on Lakeview Avenue. The Borough Clerk stated that she would schedule another fireworks meeting and notify the appropriate Councilmembers of the date.

The Borough Administrator noted that Resolution No. R-10-92, which was adopted earlier this evening, authorizes the issuance of Tax Anticipation Notes in an amount note to exceed $3,000,000. He explained that the Notes will only be sought if needed, but it is unlikely they will be.

Councilman DeBruin made reference to the following letter, dated June 10th, regarding Delaware and Maryland Avenues:

To Mayor Janet W. Tucci, and Council Members:

We want to thank the Council for their open-mindedness and working with the residents of Delaware and Maryland on an approach to make the neighborhoods safer. We keep on using the feedback that we hear at the Council meetings to refine our approach.

As you heard at the last Council meeting, we feel that the statistics from the police do not change the resident’s feelings on the topic. The bottom line is that tickets were issued over a 2 week period and that there were multiple speeding cars. The

cut-thru traffic has dropped down over the past 4 weeks as the police have been more present, the speed readers were put up, and it was mentioned in the paper. However, they will not always be there and then the problem will just come back and get worse.

In order to make progress on this issue, and allow for the neighborhood, police, and town to see the impact prior to investing in substantial changes, the following is our proposed phased approach:

Phase 1:

• Install “Watch Children” signs on the two speed limit signs at the beginning and end of Delaware Avenue that are already on the street. This will not be expensive and it will not require more sign posts. Maryland, Elmwood, and Fairway all have these signs.

• Issue a temporary Boro Ordinance and install 3 signs, two on the corners of Wall Street and Maryland, and one on the corner of Delaware and Locust with the following message (similar to the signs in front of the FAS school):

“Local Traffic and Authorized Vehicles Only Between the Hours of 7am to 10am; 2pm to 6pm”

We have chosen these times to start since they address the school and rush hour traffic.

This will be a good test bed on the concepts with little cost. It does not shut off the neighborhood it just limits cut-thru traffic for a few hours in the day.

We request that the Council make a motion to implement this Phase 1 solution on a 3 month trial basis. Following this 3 month trial basis a survey of the residents can be performed to get their input on the impact of the signage.

Phase 2:

• Sidewalks are very important to the neighborhood and will greatly improve the safety. We were happy to hear that Councilman Neyhart state that there were tentative plans for Delaware, Maryland and Virginia Terrace. We feel that this will dramatically improve the safety of the neighborhood, especially with the children walking to and from school.

• Dependent upon the results of the trial and the survey; upon the installation of the sidewalks, the traffic calming bottleneck could be installed for a small incremental cost and the signs could be moved to the bottleneck.

Summary:

We feel that this phased solution will greatly deter cut-through/speeding traffic and restore safety to the neighborhood. While we understand that we have to wait for the Boro Ordinance to be approved by Council at the next meeting, we feel that the temporary installation of 3 signs, two on the entrances of Delaware and Maryland, and one on the entrance of Wall and Maryland for Local Traffic Only or Authorized Traffic Only (the signs they use when work is being done on a street to reduce traffic), will help the transition and create safety until the next meeting.

In response to this letter, Councilman DeBruin reported that, according to the Borough Attorney, it is permissible to restricts turns during certain hours; however, not to local traffic only. Also, as to their request to implement the

measures on a temporary basis, he confirmed that an ordinance is an ordinance and has to be enforced accordingly. Councilman DeBruin stated that he advised the Bray’s and Eichenbaum’s that it was his understanding that funding is included in this year’s budget for the installation of sidewalks on their street.

Kerry Bray, 50 Delaware Avenue, thanked Councilman DeBruin for acknowledging her letter and asked where the situation stands. Councilman DeBruin replied that the Mayor and Council have to discuss the proposal to restrict

turns during specific hours of the day. The Borough Attorney offered to prepare a draft ordinance for consideration at the next meeting. He will also send it to the Police Chief and Traffic Safety Officer for their review. Councilman DeBruin reported that there is a similar situation in Middletown and they were 80% effective in limiting and calming the traffic. Councilman Cioffi requested a recommendation from the Police Department. Further, he stated that the circumstances are going to change shortly when school ends. He asked the Chief if the traffic boxes are still collecting data. The Chief informed him that aren’t currently, but will again when school is over. The Chief stated that the Traffic Safety Officer has spent a lot of time on the street since the last meeting for the purpose of getting a sense of what is happening on the street, even to the point of stopping vehicles to inquire about their purpose for being on the street. Councilman Cioffi asked the Chief for his thoughts on the installation of “Watch Children” signs. Sergeant Kramer confirmed that they are an effective measure. Sergeant Kramer stated that there is a volume problem. Also, he confirmed that installing the restrictive signs does not meet current traffic standards. Sergeant Kramer recommended the installation of Class III barricades at the end of Delaware and Maryland Avenues from the time school closes until September and to use variable message boards to inform drivers of the change in traffic flow.

Gerry Fawcett, Beechwood Avenue, addressed the following items:

• Although she understands the dilemma of the residents of Maryland and Delaware Avenues, she reminded the Mayor and Council that she has advised them about traffic problems on Elmwood and Pinewood Avenues. She stated that consideration has to be made for the entire town.

• She had an experience last night where it was necessary for the Fire Department to respond to a gas leak. She commended the firemen for their professionalism and efficiency.

• She questioned where the contractor obtained the dirt they used to build the dirt road while the Lake was being dredged. She showed the Governing Body a green substance she took from the Lake and asked where it is coming from. Councilman Hegarty stated that it appeared to be string algae. She also complained that there are free growing plants in the Lake that were never there before. Councilwoman Ruane advised her that the Administrator will consult the Borough Engineer about her inquiries.

Steve Bray, 50 Delaware Avenue, requested that the Council vote on Sergeant Kramer’s recommendation to close off Delaware and Maryland Avenues. Councilman DeBruin responded that the Governing Body needs to discuss the recommendation.

David Ornstein, 11 Maryland Avenue, asked the Council not to forget Maryland Avenue. Further, he asked how the Borough will enforce the signs.

Ed Eichenbaum, 35 Delaware Avenue, referred the Borough to the website “keepkidsalivedrive25.org”.

Mary Lynch, Locust Avenue, stated that the Mayor and Council will be opening a can of worms if they proceed with closing off Delaware and Maryland Avenues. She argued that there are streets over all town with children and problems with traffic. She stated that the taxpayers are paying for those streets, but the Governing Body is being asked to limit their use.

Dan Speck, 58 Delaware Avenue, stated that the neighbors aren’t asking for the closure of the street for no reason. They are trying to protect the children. He stated that this has been an ongoing problem.

Jim Merrigan, 23 Maryland Avenue, stated that this isn’t a new issue. He stated that something has to be done to protect the children as well as the senior citizens and all of the residents on the street.

Councilwoman Ruane assured the residents that no one is disputing the safety issue.

Honey Ornstein, 11 Maryland Avenue, stated that she went to the Police Department twenty-five years ago and told them she lived on a major highway. The traffic on Maryland and Delaware Avenues has been an ongoing problem. She asked the Governing Body to consider installing street lights, noting that there are none on Virginia Terrace.

Ms. Ornstein asked if there are fish in Franklin Lake. She stated that if there are no fish, there are no wading birds which will help to drive the geese away. Councilman Hegarty informed her that there is a schedule for re-stocking the Lake. Further, she complained that the path around the Lake is covered with geese droppings.

Christine Guido, 3 Belle Drive, questioned why Sergeant Kramer’s recommendation changed since the last meeting when he reported that the vehicular speeds were within the limits. She argued that there are children in every neighborhood that need to be protected. She stated that she thinks that sidewalks and lighting would help the situation on Maryland and Delaware Avenues. However, she is concerned about the recommendation for the temporary barricades because they will probably become permanent. Finally, she requested that the Police Department look at the traffic on Parker Road.

Councilman Neyhart pointed out that such streets as Homestead Avenue, Halsey Street, and Summers Avenue are also cut through streets.

Steve Poulos, 32 Delaware Avenue, explained that he has a friend who has a degree in Urban Sprawl and Development, and, according to him, newer developments are built with less cut throughs.

Trish Dennehy, 63 Delaware Avenue, urged the Council to look at each situation on a case-by-case basis.

Tony Acerra, 24 Delaware Avenue, stated that he went through this situation twenty years ago. He feels that the problem has increased as a result of the new traffic light at Wall Street and Locust Avenue. He feels that the intersection was not designed properly.

Judy Scibetti, 200 Norwood Avenue, pointed out that two of the people who were accepted as members of the First Aid Squad this evening, John Pagan and Daniel Hennessey, started as Cadets.

Gerry Fawcett, Beechwood Avenue, recommended that the Governing Body form a committee to address traffic problems within the Borough.

Mary Lynch, Locust Avenue, stated that Walnut Place, Chestnut Place, and Throckmorton Avenue are all cut through streets. She argued that if the Governing Body proceeds with cutting off Maryland and Delaware Avenues, they will be faced with complaints about the other cut through streets.

Ms. Lynch asked why the Geese Chasers aren’t chasing the geese at Franklin Lake. Councilman Hegarty informed her that the geese are molting right now, and, therefore, can’t fly.

Councilman Hegarty stated that he understands the concerns expressed this evening and this is a Borough-wide problem. He agreed that the Borough should form a task force to address the issue.

Steve Bray, 50 Delaware Avenue, stated that, although he agrees with the idea of a task force, the Council needs to look at these issues on a case by case basis. He urged the Council to consider Sergeant Kramer’s recommendation at the next meeting.

Councilman Cioffi requested that the “Watch Children” and speed limit signs be installed before the next meeting. He also directed the Police Department to re-calculate the numbers now that the schools are closing.
